Warsaw Declaration: EU Science Ministers Call for Stronger Research and Innovation Funding

European science ministers, meeting in Warsaw, have called for an ambitious and effective funding programme for research and innovation, emphasizing its role in strengthening Europe’s competitiveness, technological independence, and security.

All 27 EU Member States have endorsed the Warsaw Declaration, proposed by the Polish presidency, which calls for independent and efficient financing of scientific research and innovation. The declaration highlights the need for sustained investment to ensure that research outcomes and technological advancements contribute to economic growth and the EU’s ability to address global challenges. It has received broad support from scientific communities across Europe.

The Horizon Europe framework programme, currently the world’s largest research and innovation funding initiative, has a budget of €95 billion for the 2021-2027 period. With discussions on the EU’s next multiannual financial framework underway, the European Commission is expected to present new funding proposals later this year, setting the stage for key political negotiations on the future of European research and innovation.
