UEFISCDI Tests New Approaches to Researcher Development in SECURE Trial

As Romania’s leading research funding agency and a key policy adviser, the Executive Agency for Higher Education, Research, Development, and Innovation Funding (UEFISCDI) plays a crucial role in shaping the country’s research landscape. Within the SECURE project, UEFISCDI participated as a trial organization, testing specific actions from the Research Career Framework (RCF) to enhance researcher development, career progression, and mobility across sectors.

Addressing Research Career Challenges in Romania

Romania’s research and innovation system faces several structural challenges, including limited funding, career instability, and difficulties in attracting and retaining researchers. While the country has aligned policies with European frameworks—such as the European Charter for Researchers—temporary contracts and a lack of structured career pathways remain prevalent. The recently adopted Law No. 183/2024 introduces clearer career paths, marking an important step forward.

As part of the SECURE trial, UEFISCDI focused on integrating aspects of the RCF into its processes to provide greater support for researchers. Given its extensive network and communication platforms, the agency approached the trial by developing and disseminating studies, brief documents, surveys, and reports across Romania’s research community. These materials were shared through a national webinar, the UEFISCDI website, BrainMap, and the Open Science portal.

Key Actions Piloted by UEFISCDI

UEFISCDI conducted thorough desk research on national and European policies, followed by direct engagement with stakeholders. The agency tested several RCF actions, including:

  • Mapping Best Practices for Researcher Competence Development

The agency conducted interviews with European organizations experienced in research career frameworks, including VITAE, KU Leuven, UniWiND/GUAT, and the University of Cyprus. Their insights contributed to best practice recommendations for integrating ResearchComp and transversal skills into research careers.

  • Identifying Best Practices in Research Career Recognition and Support

UEFISCDI gathered input from institutions such as FNR (Luxembourg), UNL (Netherlands), DFG (Germany), and the University of Strathclyde (UK) to explore policies that recognize diverse research careers.

  • Assessing Barriers in Research Assessment Reform

A national survey was conducted among researchers to identify structural and administrative obstacles to reforming Romania’s research assessment system.

  • Enhancing Institutional Awareness and Policy Commitment

UEFISCDI engaged with its top and middle management, communication, human resources, and funding departments to discuss attracting returning researchers and improving institutional support. Internal cross-departmental discussions also examined the HRS4R Award, its benefits, and alignment with European standards for researcher recruitment and working conditions.

  • Embedding RCF Actions in Long-Term Institutional Strategy

The trial activities influenced UEFISCDI’s CoARA Action Plan, reinforcing its commitment to improving research assessment and career support beyond the SECURE project.

Strengthening Romania’s Research Career Environment

By piloting RCF measures, UEFISCDI raised awareness of key career development principles among national stakeholders. The trial reinforced the agency’s institutional commitment to integrating RCF actions into long-term policies, improving researcher support structures, and fostering an environment where researchers can thrive.

This is one of six SECURE trials – programs being implemented by institutions as part of the project. We will introduce each of them to showcase how different organizations are working to improve research career pathways across Europe.

These trials will be presented at the final SECURE summit in Brussels in March 2025.
